Is it possible to upgrade directly from El Capitan to Mojave OS X?

I have a Mid 2010 MacBook (2.4 GHz, 4GB) on Sierra which has always felt slow no matter which version of the operating system it has been on. My other (similarly specced) Mac, a Late 2009 Mac mini (2.53 GHz, 4GB), has never felt slow. But it hasn't and can't be updated beyond El Capitan. The MacBook takes a long time to get going. Mac Models: Late 2009 iMac, 2009 MacBook, 2010 MacBook Pro, 2010 MacBook Air, 2010 Mac Mini, 2010 Mac Pro; Once you are certain that your Mac has met the requirements above, make sure you have backed up your Mac. This backup will come in handy in case something comes up in the process of upgrading to High Sierra. Upgrading from El Capitan to Sierra. Guys, I have mac mini mid-2010. Processor - 2.4Ghz Intel Core 2 Duo. Memory - 2Gb 1067 MHz DDR3. Graphics - NVIDIA GeForce 320M 256MB. Currently, it has 10.11.6 El Capitan. It works pretty good, and needs like 6 minutes to fully turn on and start working at max speed.

My computer is a Mac Mini (Late 2014).

When I click onto the link to upgrade to Mojave, a series of error messages read:
'Item not available. The item you've requested is not currently available in the U.S. store;

Is there an alternative way to upgrade from El Capitan to Mojave?

Download macOS

Install macOS

Follow the onscreen instructions in the installer. It may be easiest to start the installation in the evening so that it can be completed overnight, if needed.

If the installer asks for permission to install a helper tool, enter the administrator name and password that you use to log in to your Mac, then click Add Helper.

Please allow installation to complete without putting your Mac to sleep or closing its lid. Your Mac might restart, show a progress bar or show a blank screen several times as it installs both macOS and related updates to your Mac firmware.
